Neither one of those builds I would really suggested. And you have a ton of mastery. Typically our worst slotted stat. No corruption effects will be a huge dps loss as well.
You sim out to 52k dps.
The “standard” builds is something like ( 2 3 x 1 x 2or3 2) or (1or3 3 x 2 x 2 2)
If you don’t go storm ele/primal ele, you want echo. If you do go storm ele/primal ele you want either earthen rage or elemental blast often depending on your natural harmony count.
You basically always want totem mastery.
If you don’t go storm ele, you want master of the elements.
I wouldn’t really suggest taking surge of power. It can work, but involves being more mechanically sound and extremely familiar with fights, and fight lengths for your raid group. Typically you want Primal Ele or Ice Fury. Ice fury allows mobility. Primal Ele won’t do as much dps (generally) but its easier to use. If you mess up Icefury, its better to use Primal Ele.
You basically always want StormKeeper.
As you get more experience, you can fiddle with things here and there. but that is a general idea build wise. I just wasn’t sure which you were using (armory or one from post).
I would also suggest logging. If someone else logs and logs are posted, you can put the link into WoWAnalyzer that will pump out some info letting you know if you were doing things like…not using SK often enough. Over capping maelstrom, etc.
This build capitalizes heavily on the hit and crit talents in the resto tree to further buff the hit and crit talents in the ele tree. This is the best build for all levels of gearing and will be the default spec the entire expansion.

3. Stat Weights
Priority Stats (Weighted):
Spell Hit Rating
You will want 4% from gear 51 Spell hit rating (16% Hit Cap - 12% from talents)
*If Draenei, you will need 3% 38 Spell Hit rating
Spell Crit Rating
Ideally you will want 20-30% without Totem of Wrath (23-33% with Totem of Wrath which will be 33-43% with talents).
30% is the soft cap, anything more is sub-optimal
Because Elemental Focus puts you in a Clearcasting state reducing the mana cost of your next two offensive spells by 40%, you will want to give yourself the best chance to crit every 3rd spell cast (33% Spell Crit all inclusive) for consistent Elemental Focus uptime; anything more than 33% provides that much more reliability. After 43% Spell Crit, SD or *Haste is more beneficial
Haste Rating
Haste is a more complicated stat than the others, especially since Haste Rating on gear is essentially nonexistent until T6 content which isn’t released. Haste is an “all or nothing” stat for an Ele Shaman; it’s only worth getting if you can acquire the 10% required to fit a 4th LB between CL’s 6 second cd. Anything more than 10% is worthless as you don’t want to wait for CL’s cd to finish - ALWAYS BE CASTING! As far as this guide is concerned, certainly ignore haste for now
Spell Damage
More Spell Damage = More DPS
After Hit Cap and 20-30% crit, gem/enchant for raw SP
Everything Else
All other stats in PvE, even Intellect (unless the difference is VERY significant like +/- 20 Int) are negligible when it comes to comparing items
Stay away from Spirit; Shamans don’t need it
4%* Hit > 20-30% Spell Crit > *Haste > Spell Damage > Everything Else

7. Rotation
For your basic rotation, you will maintain a water shield on yourself. Flame shock or Earth Shock can be used while moving. The rotation really will depend on your mana sustainability through a fight. If you have issues running out of mana, you should simply spam lightning bolt and maintain your totem uptime. If you have no mana issues, then the highest dps rotation you can maintain is 3 Lightning Bolts followed by a Chain Lightning. At 10% Haste you will be able to cast 4 Lightning bolts while Chain Lightning is on cooldown. As with all casters, the ABC rule applies to Elemental Shaman, Always Be Casting. It is always a DPS loss to wait for a spell to come off cooldown.
7.1 Totem Usage
We’ll cover the general usage of each type of totem and its respective elemental category.
7.1.1 Earth
1. Tremor (unless you’re certain there are no fear/charm/sleep effects)
It will always be your fault, so just keep Tremor down if unsure

2. Windfury if melee group in Raid (if assigned to drop WF Totem, make sure to drop it in range of the melee. In this situation it is likely best to not be at max distance, but middle distance, 15-20yds

This BiS list is written as just that, what is best. This list is written for the raider who will show up and be in the absolute best gear available regardless of cost or farm. While there is ok options, there is only 1 best item, and this list reflects that
Head: Spellstrike Hood Like most casters, the Spell Strike set is insanely good. This being BoE not requiring you to be a tailor makes this a must have.
Neck: Brooch of Heightened Potential From Shadow Labs
Most guides recommend the Pendant of Dominance, but data mining shows that there is no Crit on that neck anymore, therefore it is not recommended.
