    Veto

    The power to reject a proposed law.

    Supermajority Vote

    A legislative vote of much more than a simple majority, for instance, two-thirds of a legislative chamber's voting to override a governor's veto.

    Formal Powers

    The powers explicitly granted to a governor according to state law, such as vetoing legislation or appointing heads of state agencies.

    Informal Powers

    The things a governor is able to do, such as command media attention or persuade party members, based on personality or position, not on formal authority.

    Appointment Powers

    A governor's ability to pick individuals to run state government, such as appointing cabinet secretaries.

    Impeachment

    A process through which the legislature can remove executive branch officials, such as the governor, or judges from offices for corruption or other reasons.

    Recall Election

    A special election allowing voters to remove an elected official from office before the end of his or her term.

    Executive Orders

    Rules or regulations with the force of law that governors can create directly under he statutory authority given to them.

    Chief legislature

    Governors outline legislative proposals in their inaugural and annual state of the state addresses. Their staffs work with legislators to legislators and committees to translate proposals into bills.

    Nearly all governors choose their cabinet officials and most have the power to appoint other officials in the state as well.

    The governor is supposed to represent the state in good and bad times. They "sell" their state to businesses and the federal government so that they will come in and boost the states economy and increase the standard of living.

    Governors can call on the National guard in times of disaster or dire need. The U.S. President gaining increasingly more power over each state's National Guard.

    Formal powers of governor

    • The Power to Appoint- See Key Terms.
    • Power to Prepare State Budgets- The most powerful tools governors have. The governor controls the states funds in order to push his or her policy initiatives. This gives them control over the legislature and state agencies.
    • Power to Veto- As Chief legislator, all governors can veto (See Key Terms) legislation. Some governors can do a "Line Item Veto" to eliminate, alter, or change legislation to fit their policy initiatives.
    • Power to Grant Pardons- Like the President, governors can forgive crimes or commute (change) sentences if they feel the person has been convicted unfairly. This include those sentenced to death.
    • The Power to Call Special Sessions- Most legislatures meet at regular part-time sessions, but every governor can call legislatures into special sessions. These special sessions only address the issues that the governor has put on the agenda.

    Informal powers of the govenor

    • Popular Support- Popularity means that a governor will be more successful and have much more support from legislators and voters when trying to achieve his or her policy goals.
    • Party Support in Legislature- When governor's party dominates the legislature it makes it much easier to get their agendas passed.
    • Ability to Communicate- Smart governors use their media exposure to their advantage. They let the mass media spread their messages for them. Contemporary governors have large public relations staffs just for the purpose of making sure that the governor's face appears on T.V. regularly.

    other executive offices

    Lieutenant Governor- Traditionally this office is a joke, but that has changed slightly recently. They have very different responsibilities depending each state's laws.

    Attorney General- The "top law enforcement officer in the state." They have become major political players in lawsuits against businesses (Ex: Tobacco) and the federal government. Many Attorney Generals have launched successful campaigns to become governor.

    Other Offices- These offices vary widely. Some states elect officials, such as the secretaries of education or/and agriculture, that are appointed by governors in other states.
